Adult Learning and Skills Terms of Reference
Overall objectives
The Executive Group will:
- Co-ordinate, and seek approval from the Delivery Partnership Board for the development of an action plan for the delivery of Community Strategy outcomes, Adult Learning and Skills Plan and LAA2 targets where actions must be SMART and reflect the needs of different localities;
- Identify resources to support the delivery of outcomes and LAA2 targets including;
- Take an overview of current spend against outcomes and LAA2 targets and identify where this could be spent more effectively or where additional resources are needed to achieve the outcomes;
- Identify resources to deliver activity;
- Monitor the county’s performance against LAA2 targets and indicators from the NIS 198 allocated to the delivery partnership and advise the Delivery Partnership Board on areas / opportunities for improvement;
- Advise the Delivery Partnership on gaps in activity and where they should commission further work to deliver outcomes and LAA2 targets;
- Ensure that activity leads and their lead organisations / partnerships deliver on their responsibilities on behalf of the partnership;
- Report on progress to achieving action plan to the Delivery Partnership Board;
- Undertake work directed by and on behalf of the Learning and Skills Delivery Partnership as required;
- Work in collaboration with other Delivery Partnership executives to achieve shared outcomes; specifically the Economic Prosperity and Children’s Trust Partnerships;
- Advise the Board on the delivery of the EEDA funded Economic Participation programme (formally known as Investing in Communities);
- Involve Local Strategic Partnerships in the delivery of activities to achieve outcomes and LAA2 targets as appropriate.

Chairmanship
The office of chair will be elected for a period of twelve months. Â
Each organisation with a seat on the Executive Group will be entitled to one vote. It is expected that the exercising of voting rights is a last resort and consensus of agreement is sought in the first instance.
The chair shall form a management committee with the Economic Participation Team (formally IIC), an EEDA representative and the chair of the Economic Prosperity Executive to oversee the Economic Participation programme.
Roles and responsibilities of members
Members are on the Executive to represent their organisation or partnership.
Members will take responsible for feeding back information to the partnership or organisation they represent.
The Executive group will create as required task and finish groups to develop aspects of delivery planning.
Attendance: Each member is entitled to nominate a relevant substitute (from the same organisation or partnership). Papers and meetings dates will automatically be sent to the substitute for their information. Â
Period of operation
The Executive will be effective from 10 September 2008 to 31 March 2011 (period of LAA). Any future government announcements on LAAs will affect the future of the partnership at which point the structure will be reviewed to consider the continuation of the Delivery Partnership to play its part in delivering the Learning and Skills theme of Suffolk’s Community Strategy.
Reporting lines
The Executive will report to the Learning and Skills Delivery Partnership Board on overall progress in achieving the Adult Learning and Skills Delivery plan.
Responsibility for the production of performance information
The Learning & Skills Council will prepare baseline data reports on the LAA 2 and national performance indicators that are the responsibility of the Learning and Skills Delivery Partnership.
The Learning & Skills Council will support Suffolk County Council through the provision of data.
Suffolk County Council’s performance and planning team will produce performance information as required for the Executive Group to plan and make recommendations to the Delivery Partnership.
The Delivery Partnership will report to the Performance Management Group of Suffolk Strategic Partnership through quarterly reporting on performance against the agreed Action Plan. Â
Protocol for how disputes will be resolved and complaints dealt with
Standard protocols for Executive Groups are currently being developed.
Review date for the Executive Group Terms of Reference
The Terms of Reference will be reviewed annually from the point of acceptance.
Frequency of meetings
Meetings should be a minimum of quarterly with additional meetings as required.
Exit strategy
The outcomes and related actions must be achieved by the end of the period of either the Local Area Agreement 2 or the Adult Learning and Skills Strategy as determined by the individual actions. Â
Secretariat
The Delivery Partnership will be co-ordinated by the Partnership Director, Learning & Skills Council Suffolk and the Head of Service Development, Adults & Communities, Suffolk County Council.
Administrative support will be provided by the Learning & Skills Council.
