Culture and Sport Terms of Reference

Introduction

Culture and sport can make a difference to the quality of our lives. They can provide opportunities for everyone to interact and engage within our communities. They can contribute to our quality of life through basic functions like everyday health and well-being and by preventing ill health. Equally culture and sport contributes to our more complex needs such as learning, creativity and innovation, and to personal development, being part of something positive, and being included.

In summary culture and sport can help to deliver safer and healthier and more inclusive communities. These values are at the heart of why Culture and Sport is embedded within the Local Area Agreement and Transforming Suffolk (Suffolk’s Sustainable Community Strategy).

The Culture and Sports Delivery Partnership is the strategic partnership responsible for working together to deliver improvements against both the cultural LAA targets and related outcomes within Transforming Suffolk.

The Culture and Sport Delivery Partnership will therefore focus on the LAA targets (in bold) and the NI set listed below. In addition the Partnership will explore the potential for culture and sport to deliver against a range of other LAA and community strategy outcomes and NI targets in conjunction with the other Delivery Partnerships.

Direct responsibility

NI 8: Adult participation in sport and active recreation

NI 9: Use of public libraries

NI 10: Visits to museums or galleries

NI 11: Engagement in the arts

LT 10: Increase cultural participation in Suffolk) – mean average of NI 9, 10 and 11 (libraries, arts and museums)

LT 1: Increased numbers of people volunteering in Culture and sport

Objectives

The Culture and Sport Delivery Partnership is expected to fulfil as a minimum the following role:

  • Lead and co-ordinate delivery of Suffolk’s community strategy outcomes and LAA priorities (2008-11), through the development of a delivery plan, identifying lead partners for each action or activity.
  • Manage and co-ordinate resources to support LAA2 outcomes, identifying current spending, and possibilities for future aligning or pooling of resources.
  • Manage the performance against allocated LAA targets and indicators (for Culture & Sport these are NI 8,9,10 and 11).
  • Directly commission work to deliver LAA2 outcomes
  • Understand and articulate the partnership contribution towards LAA2 targets managed by other Delivery Partnerships
  • Work with other Delivery Partnerships to achieve shared objectives. 

In addition the Culture and Sport Delivery Partnership will:

  • Provide a network to share information and best practice and facilitate and lead the development of improvement priorities for culture and sport
  • Advocate the role of culture in delivering councils’ and partners’ priorities, and help seek additional funding and investment for culture;
  • Agree strategies and approaches, where consensus can be reached;
  • Raise the profile of cultural issues locally, regionally, and nationally.

Membership

  • As a Local Area Agreement Delivery Partnership membership will be sought from County/District/borough portfolio holders or nominated members where applicable.
  • The Cultural Officers’ Group for Suffolk.
  • All relevant public sector organisations that have a core strategy or commissioning interest in the theme.
  • The engagement of LSPs, which may be linked to district/ borough representation where appropriate.
  • Voluntary and community sector representatives that have an expert role in culture and/or sport (up to 4 places)
  • Other stakeholders with a core interest in the theme  

Membership is also open to the following Cultural Organisations:                                                

  • Suffolk Sport - County Sports Partnership
  • Association for Suffolk Museums
  • Suffolk Tourism Partnership

Members of the Delivery Partnership should be of a sufficiently senior level within their own organisation to make relevant decisions on behalf of their organisation, partnership or interest group or refer these matters to ensure prompt decisions are made.

Members are responsible for feeding back information to their partnership or organisation.

If a Delivery Partnership member cannot attend then they should nominate a sufficiently senior person to take their place. This should be agreed by the Chair.

The Partnership may review its membership and approve new members as required adhering to the Delivery Partnership principles agreed by LAA governance.

The Chairmanship and Vice Chairmanship will be reviewed annually in May. The secretariat and support will be provided and resourced through Suffolk County Council’s Partnership Team.

An Executive Group, made up of the Cultural Officers Group for Suffolk will support the Delivery Partnership’s planning and activity.

Voting

The Delivery Partnership will be quorate when 50% of the membership is in attendance. Decisions of the Delivery Partnership when quorate will be binding, although partner organisations are not compelled to undertake an action they do not agree with.

Should decisions be made when the Delivery Partnership is not quorate then these decisions will be agreed in principle only.

Where consensus on a topic cannot be reached, a vote will be held. Each organisation represented or independent appointed board member has a voting right. An individual is only entitled to one vote. If the vote is split, the Chair of the Delivery Partnership will have a casting vote.

Frequency of meetings

The Culture and Sport Delivery Partnership will meet quarterly.

The Culture and Sport Delivery Partnership will strive to deliver its strategic aims and objectives with equality and without discrimination, recognising the diversity of the county.

Amendments to the Terms of Reference

These terms of reference may be amended by members by consensus or by simple majority. The terms of reference will be reviewed annually.
