Creating the Greenest County Terms of Reference
Delivery Partnership Executive
On March 23rd 2007 an initiative entitled Creating the Greenest County was launched by a range of Suffolk organisations and locally influential people. On June 5th, 2008 the Suffolk Community Strategy entitled “Transforming Suffolk” was launched – one of the four priorities in this document is Creating the Greenest County.
A Delivery Partnership Executive Group will deliver the LAA2 targets and Community Strategy outcomes.
The Delivery Partnership Executive Group will fulfil the following roles;
- Lead and co-ordinate the delivery of the LAA2 targets within the framework of the community strategy, including;
- Development of an action plan for the delivery of community strategy outcomes and LAA2 targets that reflect the needs of different localities.
- Identification of a lead partner for each action or activity.
- Manage and co-ordinate resources to support the delivery of LAA2 targets and Community Strategy outcomes, including;
- Taking an overview of current spend against LAA2 outcomes and targets and identify where this could be spent more effective
- Identifying the possibility of aligning/pooling resources
- Manage performance against allocated LAA2 targets and all other relevant national indicators, and address areas of poor performance
- Directly commission work to deliver LAA2 targets and Community Strategy outcomes
- Hold lead organisations to account on performance/delivery
- Contribute towards LAA2 targets managed by other Delivery Partnerships
- Contribute to, receive and comment upon key strategic documents at national, regional and local level, where they have a specific impact on the County’s environment and/or natural resources
- Undertake work on behalf of the SSP and Creating the Greenest County Board as required
Membership will include;
- District/borough and county council officers central to the delivery and accountable for the Creating the Greenest County targets in the LAA
- All relevant public sector organisations that have a core strategy or commissioning interest and/or are accountable for LAA targets, such as the Suffolk Waste Partnership and Carbon Reduction Partnership
- Voluntary and community sector (VCS) representatives that have a core role in delivering LAA targets, such as Suffolk Wildlife Trust
- Representatives of a broad range of public bodies, such as the Natural England and Suffolk Tourism Partnership
Guidelines
- Each Delivery Partnership must consider the engagement of LSPs, which may be linked to district/borough representation where appropriate
- No organisation that could derive potential benefit from a commissioning decision may take part in discussions leading to the detailed construction of a proposal or the awarding of a contract
- All members should have responsibility and authority to represent their organisation or partnership
The group will meet on a quarterly basis.
This group will be chaired by a senior officer from district/borough/county councils.

- Suffolk County Council (inclusive of LAA2 target leads)
- CRed Suffolk (Carbon Reduction Partnership)
- Suffolk Waste Partnership
- Suffolk Preservation Society
- East Anglia Food Link
- University Campus Suffolk
- Natural England(representing NE and Suffolk Biodiversity Partnership)
- Environment Agency
- Suffolk Wildlife Trust (representing SWT and Suffolk Biodiversity Partnership)
- National Trust
- Suffolk Tourism Partnership
The Executive Group will be supported by the Creating the Greenest County Project Manager and associated support from Suffolk County Council and SSP partners.

A Delivery Partnership Board will deliver the aspirations set out in Suffolk’s Community Strategy.
The Delivery Partnership Board will fulfil the following roles:
- Lead the strategic delivery of the Community Strategy outcomes for the Creating the Greenest County priority
- Review and suggest improvements to environmental standards, targets and policies and adopt the highest environmental standards for new projects and services across all organisations represented on the Executive
- Work in collaboration with other Delivery Partnerships and the SSP Board to achieve shared objectives and resources
- Identify broad strategic opportunities and resources to enable achievement of community strategy outcomes for the Creating the Greenest County priority
Membership of the Delivery Partnership Board will include;
- Private sector stakeholders and their representative organisations, such as the Chamber of Commerce, with a core interest in the theme
- Voluntary and community sector (VCS) representatives that have an ‘expert’ role in the theme
- A representative number of County (1) and district/borough Portfolio Holders/Leaders (2)
- Representatives of a broad range of public bodies, such as the Environment Agency and the Suffolk Diocese
- Local Members of Parliament
- Leaders of influential local organisations such as Suffolk Agricultural Association and the Coast and Heaths
- AONB Project
- Selected senior officers from local authorities
- Selected locally influential individuals with a core interest in the theme
